It's rare to see garbage like this on Fire Island. It must have gotten blown off someone's deck or patio in the last windy storm. Many homes are on the water and we've had exceptionally windy weather!
Actually that chair belonges to a ghost of some old sea captain. You cannot see him but he is sitting there overlooking the sights.
